High-gluten flour is higher in protein than all-purpose flour and gives bagels, rolls, and other homemade breads their chewy textures and crisp crusts. Since it’s a specialty baking item, most major grocery store chains do not stock high-gluten flour. Bread flour — which has a higher protein content than all-purpose flour but slightly less protein than high-gluten flour — can sometimes be used as a substitute. Bread flour is commonly sold at major grocery stores, including Albertsons, Kroger, Publix, Ralphs, Stop & Shop, Target, Walmart, Whole Foods, and Winn-Dixie. Look for brands like General Mills Gold Medal, King Arthur, and/or Bob’s Red Mill bread flour in the baking aisle.

Another alternative is to look for vital wheat gluten in the organic section. This can be mixed with all-purpose flour to achieve a texture like high-gluten flour — but this process may require some experimentation to find the correct ratio for your recipe.
