EBT Food Delivery: 12 Grocery Stores That Accept EBT for Delivery

While most grocery stores in the U.S. accept EBT cards in stores, using EBT cards for online grocery ordering and delivery has only recently become a widespread option. The USDA launched a pilot program in 2017 to allow online ordering with EBT cards, and most states have joined the program. However, there are only a few retailers, including Amazon and Walmart, that are currently participating. It is expected that in the future, more retailers will join the program, making it easier for those receiving EBT benefits to order their groceries online and get them delivered.

Alternatively, there are some companies outside of the official pilot program that allow customers to pay for online grocery orders and delivery purchases with EBT cards. If you receive EBT/SNAP benefits, you can use your EBT card to buy food items for your household. (Our article has the list of what you can buy with EBT benefits). Below, we explain which states and retailers currently allow you to use your EBT card to pay for approved grocery items online and get them delivered to your home. Keep in mind that for all stores listed, you can only use EBT benefits to pay for approved items, not delivery fees or any other charges.

What We Recommend

If you live in a state that participates in the USDA pilot program, you can order groceries for delivery from Amazon or Walmart and pay with your EBT card. Amazon is both the most widely available option and generally the most convenient; it also offers a discount off of its Prime membership fees for EBT benefits recipients.

If you live in certain regions of the northeastern U.S. (e.g., Delaware, New Jersey, New York, and Pennsylvania), there are a few other options for EBT grocery delivery — ShopRite, TheFreshGrocer, and FreshDirect.com all offer this service. Additionally, Albertsons offers the service for EBT recipients who have a disability and live in Arizona.

If you live outside of an area serviced by the pilot program, consider ordering through Schwan’s. This company delivers throughout most of the U.S., and it accepts EBT as payment.

The EBT Online Ordering Pilot Program (Ongoing)

The USDA initiated a pilot program in 2017 that allows EBT/SNAP recipients to purchase groceries online. Some of the participating stores offer delivery services, but note that some only allow online grocery purchases that you must then pick up at the store. Additional states and retailers are still joining the program.

Participating States

To date, 44 states are currently participating in the program, as well as Washington, D.C. The only states that are not currently participating in the online ordering pilot program are Alaska, Arkansas, Hawaii, Louisiana, Maine, and Montana.^[1]

Note: Arkansas and Hawaii have both been approved to move forward with the program, but have not yet launched it.^[1]

Participating Retailers

Below, we provide the list of retailers that have been accepted to participate in the pilot program and are currently accepting EBT online, and we detail each store’s specific policies. We’ve ordered the list starting with the best overall store options that have the most widespread service availability.

Amazon

• Pilot status: Approved and accepting EBT in select markets
• Delivery areas: All participating states^[1]
• Minimum purchase: There is no minimum purchase to place an order; however, to receive free shipping, the minimum order is $50 for AmazonFresh or $25 for Amazon Grocery and Prime Pantry.^[2]
• Payment methods: SNAP EBT card for your state of residence. You can also combine your EBT card with another form of payment, such as a credit card, if the order includes non-SNAP eligible items.^[2]
• Fees: Prime membership fees are not required. Delivery fees of $5.99 to $9.99 will apply if you don’t meet the minimum order amount for free shipping.^[2]

Walmart

• Pilot status: Approved and accepting EBT for online ordering and in-store pickup and delivery from most store locations
• Delivery area: Pickup available at most store locations in all participating states listed above; delivery available in most states^[1][3]
• Minimum purchase: $30^[4]
• Payment methods: You can enter your EBT card information to pay online, or select the EBT card button at checkout and then pay when you arrive to pick up your order — be sure to bring your EBT card and ID with you to the store.^[4]

ShopRite

• Pilot status: Approved and accepting EBT for online ordering
• Delivery area: Online shopping with in-store pickup is available at all ShopRite locations. However, online shopping with delivery varies by location. There are ShopRite locations that offer home delivery in Delaware Maryland, New Jersey, New York, and Pennsylvania.^[1]
• Minimum purchase: No minimum purchase^[5]
• Payment methods: For pickup orders, choose a payment method when checking out online. Bring your EBT card and ID to the store for payment when you pick up your order. For delivery orders, you may pay online or choose pay on delivery. If you choose pay on delivery, you must be present when your order is delivered, and you must have your EBT card available so the payment may be processed.^[5]

Stores That Accept EBT for Delivery Outside of Pilot Programs

In addition to the retailers that have been selected to participate in the EBT online ordering pilot, there are a few other retailers currently offering delivery for those paying with an EBT card, typically in select locations. We’ve spoken with customer service representatives and visited the websites of the following retailers to create the list of stores that offer online EBT ordering for SNAP recipients. As above, we’ve ordered the list below starting with the best overall store options.

Schwan’s

• Delivery area: There are multiple Schwan’s locations throughout the country that offer online EBT ordering and home delivery. To verify that your local Schwan’s is eligible for this service, call (888) 724-9267 and provide your zip code.
• Minimum purchase: No minimum order amount^[9]
• Payment methods: To pay via EBT, place your order online and choose “deliver to my door.” Since there is no option to enter an EBT card during the online checkout process, you will need to have a credit card number on file with Schwan’s; however, the company will not charge your credit card when you place the order. Instead, when your Route Sales Representative delivers your order, you’ll need to present your EBT. Schwan’s delivery trucks are equipped with pin pads to process credit, debit, and EBT transactions at the time of delivery. EBT is only available for home delivery orders; you cannot place a mail order and pay via EBT.^[9]
• Fees: Orders of $49.99 or more receive free delivery. Orders under $49.99 will be assessed a delivery fee usually around $2 to $4.^[9]

Albertsons

• Delivery area: Albertsons offers grocery delivery in a variety of areas, but it does not accept EBT for online purchases or delivery unless you are a SNAP recipient with a disability and live in Arizona. To use this service, call (877) 505-4040 or email [email protected].

• Payment methods: Provide your EBT card information over the phone or at checkout.^[10]
• Fees: Regular home delivery is usually $9.95 for orders of $150 or more and $12.95 on orders under $150. Additional fees that vary, such as a fuel surcharge, may sometimes be applied.^[10]

• Delivery areas: The 41 zip codes in the greater Madison, Wisconsin area^[11]

Grocery Delivery Services That Do Not Accept EBT

During our research, we discovered that the following popular grocery delivery services do not accept EBT:

• Blue Apron: Accepts Visa, Mastercard, American Express, and Discover; Apple Pay is accepted through the Blue Apron mobile app^[12]
• HelloFresh: Accepts Visa, Mastercard, American Express, Discover, and PayPal^[13]
• Instacart: Accepts major U.S. debit and credit cards, Apple Pay, and Google Pay^[14]
• Peapod: Accepts major U.S. debit and credit cards, Peapod Direct Checks, and Peapod gift cards^[15]
• Shipt: Accepts major U.S. debit and credit cards, with the exception of Target RedCards^[16]
