If you receive cash benefits on your EBT card, you can make cash withdrawals at an ATM. While many banks and ATMs charge fees for EBT transactions, there are several ATMs — including those operated by Bank of America, Capital One, Chase, U.S. Bank, and Wells Fargo — that do not charge such fees. Below, we list the ATMs that offer fee-free EBT transactions, as well as those that do charge EBT fees.

Surcharge-Free EBT ATMs

When you have an EBT card and receive cash assistance benefits (rather than food assistance/SNAP), you can use the card at ATMs to make cash withdrawals. Many ATMs charge fees for EBT transactions, but there are a number of banks and ATMs that offer fee-free withdrawals from state-issued EBT cards to ensure that recipients can access the funds they need. These include:

  • Bank of America
  • Bank of the West
  • Capital One
  • Chase
  • Citibank
  • Flagstar Bank
  • U.S. Bank
  • Wells Fargo

While the ATMs listed above are operated by major national banks, there are also plenty of smaller, regional banks with ATMs that do not charge EBT fees. For example, the state of California has a list of more than 40 banks and credit unions in the state that don’t charge EBT fees at their ATMs.

Surcharge-Free ATM Networks

There are several companies that operate nationwide, surcharge-free ATM networks. You can find these ATMs at some banks and credit unions, but also at a variety of retail, grocery, and convenience stores.

Note that these networks partner with financial institutions to provide ATM services; while the network itself does not charge fees, its partner institutions might charge them at some locations. If there are any fees, a prompt should appear on-screen asking you to accept them before you complete your transaction.
